How to build a federal proposal compliance matrix

A compliance matrix helps a proposal team prove that every solicitation instruction, requirement, and evaluation factor is addressed in the response.

Start with the solicitation structure

Extract Section L instructions, Section M evaluation criteria, PWS/SOW requirements, attachments, deliverables, forms, and formatting constraints.

Assign owners and evidence
