How to build a federal proposal compliance matrix
A compliance matrix helps a proposal team prove that every solicitation instruction, requirement, and evaluation factor is addressed in the response.
Start with the solicitation structure
Extract Section L instructions, Section M evaluation criteria, PWS/SOW requirements, attachments, deliverables, forms, and formatting constraints.
Assign owners and evidence
Each requirement should have an owner, response location, source evidence, status, and review notes so compliance is visible before color team review.
